The City of Elgin Utility Billing Department is located in City Hall. This Department takes care of utility billing and payments, applications for new/transferred utility services, meter reading, issues regarding readings and commercial / residential garbage services, including recycling and bulk pickup.
Online Bill Payment Pay online Use your debit or credit cart to make online payments. You may also set up auto pay.
A processing fee of $3.00 will be charged at the point of sale each time a credit card is used to make payments to the City of Elgin.
Automatic Bank Draft
Bank draft deductions are available to pay for utility services. Come to City Hall to complete the Bank Draft Form and provide a copy of a voided check. Contact Utility Billing for assistance.

Night Drop Box
For the convenience of our customers, there is a night drop box located on the drive through wall at the side of City Hall. The drop box may be used at any time for dropping your payment off in the form of a check or money order. Effectively immediately Utility Billing will not accept cash in the night drop box. If cash is received the payment will not be processed and any penalties will apply. The customer will be required to come to City Hall to reconcile the payment.
Due Dates & Late Fees
Bills are due on the 15th of each month. A 10% penalty is applied to all bills not paid on the 15th. Bills not paid by the 25th are charged a $50.00 penalty and water service will be cut-off. A $25.00 reconnect fee will be charged to reconnect service during regular business hours and $50.00 after hours. These fees are due once an account goes into cut-off status.
Each account has 3 extensions per calendar year that may be applied to their utility bill. Payment is due on the 1st of the month following the due date. The balance must be paid in full or the account will be charged a disconnection fee and services will be subject to disconnection.
