Direct costs are incurred by the City every day in the provision of water, sewer, and trash collection services to our residents. The Texas Constitution prohibits the City from waiving payment of utility bills for services rendered.

The City of Elgin Utility Billing Department is located in City Hall. This Department takes care of utility billing and payments, applications for new/transferred utility services, meter reading, issues regarding readings and commercial / residential garbage services, including recycling and bulk pickup.
