The Administrative Services Division is under the command of Assistant Police Chief Phillip Taylor. Assistant Chief Taylor is a seasoned police veteran with over thirty years of experience in law enforcement and has been the Assistant Chief in Elgin since 2005. He is a graduate of the Bill Blackwood Law Enforcement Leadership Command College and is working on his B.A. in Criminal Justice.
The Administrative Services Division is comprised of the 3 units.
The Records Unit keeps and files all of the police reports taken by the Elgin Police Department. Under the direction of Celena Mangus and Sylvia Cobia this unit makes sure that records are properly accounted for and that all State reporting requirements are made each month regarding the criminal activity reported in the City of Elgin. The Records Unit also works with the Criminal Investigations Division to ensure that all necessary reports are sent to the County and District Attorney’s offices for both Bastrop and Travis County.
The Communications Unit handles all telephone and radio traffic coming into the Elgin Police Department and dispatches for the Elgin Police Department. The Communications Unit is under the direction of Communications Supervisor Crystal Jackson and there are 4 Certified Telecommunications Operators that handle the dispatch functions for the department along with Ms. Jackson.
The Animal Control Unit is responsible for all animal related calls that are received by the department. The Animal Control position is currently open. It is staffed by a Certified Animal Control Officer and handles calls relating to animals at large, sick or injured animals, wildlife complaints, and livestock issues. The Animal Control Officer also handles licensing and tags for domestic animals and coordinates educational pet fairs each year.
